What to know before demolition in Ventura

  • City permit process. Demolition permits for properties in city limits are issued by the City of Ventura’s Building & Safety Division. The City’s demolition procedure calls for planning approval and clearances, including utility and air district/asbestos clearances, before the demolition permit is issued. Plan on gathering those first.
  • Coastal zone. Pierpont, the Ventura Keys and other beach-area neighborhoods are in the City’s Coastal Zone. Demolition and rebuild projects there can require a Coastal Development Permit, often an administrative one issued by the City. Ask Planning early.
  • Thomas Fire rebuilds. The December 2017 Thomas Fire destroyed hundreds of homes in Ventura’s hillside neighborhoods. The City’s Thomas Fire overlay, which streamlined rebuilds, expired December 31, 2025, so new rebuild applications now follow standard zoning and review. If you’re demolishing a damaged foundation or remaining structures from a fire-affected lot, confirm current requirements with the City.
  • Hillside sites. Steep lots mean limited access, retaining walls and drainage to think about. We plan equipment size and haul routes around the site, not the other way around.
  • Asbestos. Ventura is under the Ventura County APCD (Rule 62.7). A survey comes first, asbestos is abated before demolition, and VCAPCD’s ENF-62 notification is required. Non-residential projects need 10 working days’ notice.
  • Utilities and 811. Water and sewer are typically Ventura Water, but some areas may be served by other providers. We call DigAlert (811) before any digging.
