What to know before demolition in Santa Barbara
- Historic review comes first for older buildings. The City of Santa Barbara requires any structure 50 years or older that hasn’t already been evaluated to be reviewed by the City’s Architectural Historian before a demolition permit is processed. If the building is found significant, the project goes to the Historic Landmarks Commission, and documentation may be required before demolition. Start this early. It can shape your whole schedule. - Coastal zone. Parts of the city sit in the Coastal Zone, where demolition generally needs a Coastal Development Permit unless it qualifies for an exclusion or exemption. Some single-family demo-and-rebuild projects are excluded in non-appealable areas. The City’s Planning Division makes that call per parcel.
- Building permit and utility clearance. Demolition permits are issued by the City’s Building & Safety Division, which requires sign-off from the utility providers before it issues a demolition permit.
- Asbestos and the air district. Santa Barbara is under the Santa Barbara County Air Pollution Control District (APCD), not Ventura County’s. The APCD requires an asbestos survey by a certified consultant before demolition and removal of regulated asbestos by a licensed abatement contractor first. Commercial and multifamily demolitions need written notification (Form ENF-28) at least 10 working days before work starts. Homes of up to four units are generally exempt from notification, but the APCD asks you to contact them first.
