What to know before demolition in Oxnard

  • City permits. For properties inside city limits, demolition permits go through the City of Oxnard’s Building & Engineering Division.
  • City or county at the beach? Here’s a detail that trips people up. Hollywood Beach and Silver Strand, next to Channel Islands Harbor, are unincorporated Ventura County, not the City of Oxnard. Permits there go through the County of Ventura, and residential projects in those beach zones generally need a County coastal permit. Port Hueneme is its own city with its own building department.
  • Coastal zone inside the city. Oxnard’s beach neighborhoods are in the Coastal Zone, which the City regulates under its coastal zoning code. Parts of Oxnard Shores are exempt from some coastal permit requirements, but the exemption has defined boundaries and conditions. Have the City confirm for your parcel whether a coastal permit is needed before you set a demolition date.
  • Asbestos. Oxnard is under the Ventura County Air Pollution Control District (VCAPCD), Rule 62.7. Many Oxnard homes and commercial buildings predate the phase-out of asbestos-containing materials, so a survey comes first and any asbestos is removed by a licensed abatement contractor before demolition. VCAPCD’s notification form (ENF-62) is required for demolitions. Non-residential projects need at least 10 working days’ notice. Residential buildings with four or fewer units must notify before work starts.
  • Utilities and 811. Disconnects for electric, gas, water and sewer happen before demolition. Water may come from the City of Oxnard or another provider depending on location. We call DigAlert (811) before any slab or footing removal. Beach-area sites can have sandy soils and high groundwater that affect excavation.

Oxnard demolition FAQ

Is Hollywood Beach or Silver Strand part of Oxnard for permits?

No. Both are unincorporated Ventura County, so demolition and rebuild permits go through the County of Ventura, not the City of Oxnard.

Do I need a coastal permit to demolish a house in Oxnard Shores?

Possibly not. Parts of Oxnard Shores are exempt from some coastal permit requirements, but only within defined boundaries. The City can confirm for your address.

Do you demo industrial and warehouse interiors?

Yes. Office build-outs, mezzanines, partition walls and slab-on-grade removal are all in scope. We coordinate with the property manager on access and hours.

Do I need an asbestos survey in Oxnard?

For almost every demolition, yes. VCAPCD requires asbestos removal before demolition and notification on its ENF-62 form.
